Tyler Rogoway on F-35 Fuel Trucks

Sometimes,.... when it’s really, really hot..., you don’t want to heat soak your fuel trucks. So What?

Tyler Rogoway writes for a living. He’s got to write about something, and the latest ‘something’ is all about telling the American, nay, The World’s Low-Information crowd that not only the Air Force has found out that in really, really hot, weather, it doesn’t want to 'heat soak' the fuel trucks servicing your F-35s, but also that this development is, apparently in Rogoway’s opinion, a ‘BAD!’ thing.

His ‘article’ is about what we've come to expect from him, and the entire treatment of the subject matter is an excellent example (yet one more in a line of many) of how F-35 critics will highlight something they don’t understand as being a flaw or deficiency. The next step will be to add that one little mis-characterization to a litany of previous mis-characterizations, and then use them in their totality to continuously criticize and condemn the aircraft, program, technology,and hell, when you get right down to it, even the ‘National Defense Strategy’ that drives the selection and fielding of weapon systems in the first place.

The ardent F-35 critics generally fall into two camps: Those that do so while really understanding NONE of it, as I suspect in Rogoway’s case, or alternatively, those who do so as an intentional manipulation of the facts to distort reality for nefarious purposes (P.A.C.E. anyone?). I am indifferent as to what brand of delusion drives the contrived criticisms, but believe while the latter is incurable, there is always hope for disabusing the former of their delusions through information. (Kreuger-Dunning Effect notwithstanding, there is always hope). I could go into Rogoway’s GAWKER piece and dissect it into itty-bitty chunks of tautological floatsam, but to me the comment thread is far more interesting.

Rogoway’s façade of being a disinterested observer slips somewhat, and probably reveals more about where he is ‘coming from’ than he really would have wished. To his credit, he did not immediately wash these exchanges down the memory hole like a lot of people would have.

I’m now going to place one of my favorite quotes here for later reference. I think I will be pointing to it later in this post:

Here we go. My observations in [square brackets] and boldface emphases in Rogoway’s responses are mine. No typos are corrected. The selected (because it was more succinct than another) exchange of interest is:

‘Dastim’ to Tyler Rogoway 

Having decades of experience with LockMar's military products (Submarine sonar), I can honestly say this is par for the course. It is VERY common for a new weapons system to have faults out of the gate and the more complex/expensive they are, the more faults possible. Moving forward they prove themselves invaluable but the start is always ugly. When they took the submarine sonar contracts in the early 90s we had a plethora of problems, some mission limiting, but in the end, their systems proved to be the best in the world. Be patient, this shit is far more complicated than most of you have any idea about.

[Other than not being a ‘fault’, but an emergent requirement based upon the press release wording, the need for fuel not to exceed some very high temperature when it is loaded is almost certainly driven by the aircraft using the fuel system as a heat sink for its environmental control system (ECS). If the fuel is already hot, it will not be an effective heat sink, will it? This again, is not a ‘fault’, but at worst it is an “operational requirement”. All aircraft have specific operational requirements, and there’s no requirement that they all be the same that I’ve ever heard of. So What? If one is familiar with advanced aircraft or avionics systems design, one might speculate--and then ask for confirmation either way—that perhaps the additional heat controls placed on the fuel that is loaded and the effect on the ECS cooling system is related to the closely controlled gaps and openings on the F-35 outer mold line (OML) in order to meet LO requirements. For whatever reason, the requirement can be perceived as problematic only if it will require some onerous workarounds to overcome. Clearly this isn’t about an F-35’s systems intolerance of normal military operating temperatures and requirements, though the ‘stories’ written to-date might lead one to believe it were so. This has to be about fuel temperatures after the fuel has been heat-soaked for hours (or days), and reducing the heat soak by either reducing the amount of heat absorbed directly (paint the truck tank a light color) or indirectly (shelter the truck to prevent direct sunlight from beating down on the fuel tank). Not being a panic-prone F-35 hatercritic, I would also wonder if then perhaps the F-35 might also expect fewer problems with very cold fuel in arctic climes? Dastim’s point about complexity is well founded and well made, but it is only half the story. Combine an aircraft in development experiencing the normal issues one would expect if one knew what they were doing, with the apparent legions of technically deficient souls who have NO understanding of the challenges AND BENEFITS that make those challenges worth the effort in pursuing advanced technology systems, and you get a technically illiterate response...such as:]

Tyler Rogoway to ‘Dastim’ 

You sir are a part of the problem. Major systemic issues led to the F-35 being in the place that it was, including ridiculous sell job on concurrency and laughable cost goals and timelines. We cannot sustain the best fighting force in the world like this, it will economically break us.

You may feel just at home with this sort of nonsense and after writing well over 200 pieces on this program I am insulted when you say myself and others probably have no idea what we are talking about. We need a new approach with fresh minds that will come up with new ways so that this sort of program never happens again. And finally, the F-35 program, the largest weapons program in history, is not new sonar arrays for submarines.

[Rogoway’s first paragraph, aside from the abstract, unsupported, and unwarranted accusation made against his commenter, is a series of claims made without supporting evidence and with the presumption that they are indisputable facts when in reality they are a series of claims that are not only debatable but have been and are continuously debated. Rogoway, apparently happens to believe these claims are true. This is his first logical fallacy: “Begging the Question”. He layers on top of this fallacy, via assertions of “ridiculous”, “sell job” and “laughable” (without falsifiable support) the additional logical fallacy of “Appeal to Ridicule”. The second assertion that he has written “well over 200 pieces on this program” in defense of his knowledge base is clearly a Fallacious Appeal to Authority, and it is one built upon another fallacy: The Non-Sequitur. Just because someone ‘writes’ about something, particularly ‘opinion pieces’ it “does not follow” that they must understand, much less be an authority on what they are writing about. How we judge someone knows or knows not what they are talking about is based upon the CONTENT and the 'verifiability' of the writing. Rogoway digs deeper with a rhetorical ploy you don’t see every day: Righteous Indignation (“I am insulted”) over his being ‘doubted’. Rogoway begins his fadeout with more ‘Begging the Question; (‘need fresh minds’) with another Non Sequitur (‘so it will never happen again’). Rogoway’s last sentence is a throwaway line but he should have thrown it farther. As he slung it, “the F-35 program, the largest weapons program in history, is not new sonar arrays for submarines” misses Dastim’s point: It takes time to develop and field complex systems. If Rogoway is willfully ignoring this point, his assertions that ‘one of these is not like the other’ could very well be thought of as a Composition Fallacy in his denial.]

I wonder... 

If Rogoway cut down on his logical fallacies to nil, would the next 200 articles on the F-35 gain him the  'cred' he thinks he already deserves? Personally, I think he won't get any better until he realizes he is one of those Novices' old J.R. warned us about. (Told you I would refer back to J.R.)

I worked a 12 hour day today (now 'yesterday'-yikes), so I don’t feel like taking down his Magnum Opus of Circumstantial Ad Hominem that occurred in his exchange with ‘ashkelon’ tonight/this morning.

But here's some food for thought, 

What happened the last time a bunch of naysayers, some 'expert', but all OUTSIDERS who were looking in at a revolutionary weapon system program and then made all kinds of criticisms they just knew 'had to be true'?
Answer: Hilarity ensued.

There is NO Military Industrial Complex

It’s just that dirty Hippie Commies want you to think there’s one out there.


Alternative Title: What Military-Industrial Complex? 2014 Edition

I've noticed a recent uptick in references to Eisenhower’s ‘feared’ Military-Industrial Complex in public discourse across various media outlets; in print and online articles as well as the internet comment threads for same. It is almost as if a new generation of low-information consumers has discovered the MIC, aping the old ‘Sixties Left’ paranoia and deceit. They throw out the ‘MIC’ as if it were argument-ending proof or at least ‘evidence’ of a malevolent and destructive phenomenon: something that is wreaking havoc on the American polity and economy at this very minute or, ‘trust them’- by golly there would be if ‘we’ don’t put a stop to it. Just ask ‘em!

So it is time, once again, to insert proper perspective into the discussion…and slap the Military-Industrial Complex myth silly. This time, I plan on the ‘definitive’ debunking. Barring any wild economic gyrations in the near future, I shouldn’t ever have to revisit the topic, and should be able to just point others here whenever the topic comes up for a VERY long time.

This post is in two halves. In the first half, we’ll revisit (with a little twist) what we have covered in the past (here and here) to put proper perspective to the current relative economic power of defense activities within the total scale and scope of the American economic machine. In the second part, we will reach across time to examine the scope and relative impact of the Mythical MIC from the time Eisenhower first framed his now ‘infamous’ warning and compare it with today.

Some Housekeeping Up Front

Data Source

All data shown and not otherwise labeled/attributed is from the US Bureau of Economic Analysis, Downloaded in early August.  The BEA data has since been updated at the source at least once in the interim, but for our purposes, there is no material difference in newer data and the data I used here.

Define Our Terms

It is particularly important that we first define our terms, since I categorically reject (obviously) the modern, clichéd definition of what a “Military-Industrial Complex” actually IS. If the accepted definition of the MIC in modern parlance was the same “manifestation” that Eisenhower noted in the ‘MIC’ speech where he stated “We recognize the imperative need for this development” then I would happily accept use of the term ‘Military-Industrial Complex’.

However, the term ‘Military-Industrial Complex’ has been routinely and now pervasively perverted to represent something only with those characteristics Eisenhower feared would come about, as specifically stated in following the acknowledged need for “this development”:
Yet, we must not fail to comprehend its grave implications. Our toil, resources, and livelihood are all involved. So is the very structure of our society. 
In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.
Eisenhower above speaks of a Military-Industrial Complex that NEVER came into being. This is easily demonstrated by weighing the facts against the part of Eisenhower’s speech preceding the passages above:
Until the latest of our world conflicts, the United States had no armaments industry. American makers of plowshares could, with time and as required, make swords as well. But we can no longer risk emergency improvisation of national defense. We have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment. We annually spend on military security alone more than the net income of all United States corporations.
These passages describe the state of America’s economy at the time of Eisenhower’s speech. He saw his 1961 ‘MIC’ as part of an “imperative need” even though at the time, the US was spending more on “military security” than what the “US Corporations” ‘netted’ every year. (Which when you think about it, is not that surprising. Military Security is a whole sector of public spending. ‘Net’ profits are a small subset of the private sector.) By the time we complete ‘Part 2’ it will be obvious that not only did Eisenhower’s feared Military-Industrial Complex NOT materialize, his 1961 MIC atrophied into a shadow of its former economic presence. This real history unfolded not just through the relatively flattened or declining GDP proportions of military spending, but came about just as much, or more, through the growth of other parts of the economy.

Instead of the mythical Military-Industrial Complex, America’s defense has been and is still (perhaps too tenuously these days) supported by what we will refer to as a ‘National Defense Infrastructure’. From here on forward in these ‘MIC Myth’ posts I shall refer to the ‘MIC-that-never-happened’ as the Military-Industrial Complex (‘MIC’) and the MIC that actually came into being as the National Defense Infrastructure (‘NDI’).
We now proceed with the first half of the discussion…

Current Defense Industry Economic Impact: The Defense Industry Share of the Economic Pie.

We’ve been looking for the Mythical MIC for some time now, and once again it has failed to appear among the real powers-that-be in America’s economy. Following my past posts’ lead, here’s what the MIC’ looks like within the perspective of the Fortune 500.

The little blue scratches in the plot of this chart and the next are ‘defense revenues’ of the ‘biggest’ defense companies. As has become our custom, let’s zoom in closer to see the top Fortune 100 companies more clearly.






For completeness, I have also included the only non-publically traded company with significant ‘defense’ revenues in the position they would hold if they were a public company.
This chart actually displays some useful details. First, the biggest company with significant defense revenues (a Global Top 100 Defense company) is General Electric, but GE's defense revenues are almost insignificant compared to the company’s non-defense revenues. In fact, only Boeing, Lockheed Martin and General Dynamics, could be unquestionably characterized more as ‘defense companies’ than just 'non-defense companies with defense business interests' in the Fortune 100.

If one wants to be concerned about concentration of economic power, take a look at Berkshire Hathaway.

Over half the companies in the Fortune 100 took in MORE non-defense revenues than Lockheed Martin’s total income, and any two non-defense companies on the Fortune 100 list, even those companies smaller than Lockheed Martin, took in more revenue than Lockheed Martin. I observe here that each of the top 3 largest companies at the top of the Fortune 500 took in more revenue than ALL of the defense revenues brought in by the U.S. Global Top 100 Defense Companies on the Fortune 500 list, and the fourth company on the Fortune 100, Warren Buffet’s Berkshire Hathaway, had revenues equal to about 86% of the defense revenues of those same Global Top 100 Defense Companies on the Fortune 500 list. 

A Global, More Encompassing Perspective

In the past, I’ve focused on data sources that relied on contract awards to identify the ‘big boys’ in the American ‘Defense Industry’. This year, I took a different tack and extracted data for all listed American companies in the “Global” Defense 100: i.e. the US Companies that are among the biggest defense companies in the world. This obviously excludes state-run industries that do not report revenues, found in places like the PRC and NoKo. But then, their industries are hardly direct participants in the US economy.

The breakdown by country of the Top 100, illustrating the distinction between defense and non-defense revenues is shown here:



The US company revenues dominate the list. Note that even the ‘World Top 100’ defense revenues tail off to almost undetectable levels once the top few counties’ contributions are counted. To make it easier to see the non-US revenues, here we exclude the US total to show ‘the rest’ of the world’s Global Defense 100 economic impact: 



There are minor ‘quirks’ in this breakdown, such as tiny Netherlands shows up as a major defense player due to the Airbus Industries consortium being headquartered there, and there is a possibly-significant portion of BAE Systems US-based businesses being rolled into the UK totals, but what is important to us is the overall scale, and relative proportions of defense and non-defense revenues. This will later be put into the greater perspective.

The breakdown by country of the Defense 100 finds 48 U.S companies on that list Sorted by percentage of revenues from 'defense', with reliance on defense revenues from most to least and bottom to top we see: 


 Most of those companies are remarkably ‘small’ in size when measured against all other companies and industries. 


Revenues for the biggest US Defense 'Defense' Companies
Twenty-One (21) of those 48 U.S. ‘Global Top 100 Defense’ Companies don’t even make it into the Fortune 500 ranks. And if Non-Defense revenues are taken away from the total revenues, more than three quarters (37!) of those 48 U.S. defense companies on the ‘World Top 100 Defense’ list would not even make it on the Fortune 500 list. All but Lockheed Martin and Boeing would drop out of the Fortune 100, and those so-called defense ‘giants’ would be hanging on somewhere near the bottom of the Fortune 100 list.

Defense as a part of the GDP: 1960 vs 2013

We now return to Eisenhower’s speech, and the world that existed during that time Does the economic impact on the U.S economy by the defense industries bear any resemblance to the 1959-1961 era?

The short answer is NO.

Here is a ‘snapshot’ of Government spending as a percentage of GDP running from the end of the Korean War through to 1965:

Note that the percentage of the GDP attributable to ‘Non-Defense Federal’ spending rose only about 1% overall in that time-frame. ‘Defense Federal’ spending expressed as a percentage of the GDP actually declined from ~16% of the GDP to less than 10% of the GDP. ‘State and Local Government’ increased ~2.5% over the same time-frame. This is the ‘kind’ way to view the changes. An equally valid and ‘less kind’ observation would also note that the percentage of the GDP attributable to ‘Non-Defense Federal’ spending increased by about 30%, the percentage attributable to ‘Defense Federal’ decreased by about 40% and the percentage attributable to ‘State and Local Government’ spending increased nearly 41%. True, the percentage increases were for relatively small numbers for ‘Non-Defense Federal’ and ‘State and Local Government’, but those small numbers can and do compound over time. The two most important things to take away from the chart above are:
  1. Even at the time of Eisenhower’s farewell address, ‘Defense’ spending was in decline as a percentage of the GDP, and thus was in decline as a relative influence on the total economy.
  2. Federal Non-Defense spending and State and Local Government spending were becoming larger factors of influence on the total U.S. economy.

The second point will become of greater interest a little later in our discussion.

Here is a graph comparing defense spending and personal spending (including investments) for the same time frame as percentages of the GDP:

Just looking at this snapshot one would have to wonder just what Eisenhower was so worried about? But if we consider the state of the world at the time, what we as a nation had gone through since the prelude to WW2, and what Eisenhower was facing as the Cold War intensified, it is easy to see what his fears were about. Expanding that snapshot in time to 1935-1960, we see what Eisenhower and his contemporaries had experienced and remembered all too well. 


When Eisenhower stated:
Until the latest of our world conflicts, the United States had no armaments industry. American makers of plowshares could, with time and as required, make swords as well. But we can no longer risk emergency improvisation of national defense. We have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment…
He and others were remembering what it took out of the civilian economy to mobilize and mechanize for WW2, and he knew we were headed into new and uncharted territory


On top of the (obviously) huge impact on the economy that defense spending had between 1936 and 1945, we also see a slight hiatus in defense spending levels coming down from WW2, to increase slightly in support of the Korean War and then the early Cold War, Ike knew that the Korean War caused a haitus in Post-WW2 economic growth and by 1960, personal spending had still not returned to pre-Korean War levels. He feared this might go on or get worse. He feared a future that, as we are now illustrating, did NOT happen.

 Eisenhower himself had tried to reduce Defense Spending by moving away from ‘expensive’ conventional forces via his ‘New Look’ strategy, but quickly (in ‘political’ measures of time anyway) realized he had to back well away from replacing conventional forces with nuclear forces as much as he had originally planned. By the time Kennedy took office, the buzzword had become “Flexible Response” with a marked re-emphasis on conventional forces (I touched on this back and forth in policy and how it affected the tactical force structure somewhat here). But also by the time Kennedy took office, the American economy was clearly moving beyond being a defense-driven one and it was personal spending that was on the rise. Interestingly, neither Vietnam and the war in Southeast Asia nor the much misunderstood 'Reagan Buildup' caused more than an economic ‘blip’ in the 'defense spending' vs' personal spending' timeline:
 

And all the while, the GDP itself was growing by leaps and bounds, uninterrupted (at least until 2009, when the bookkeeping rules changed) :
 



This growth in GDP was not just all due to inflation either. 'Chained' to 2009 Dollars, the GDP still shows pretty much the same steady increase over time:

 


Relative percentages of GDP is a good way to show relative impacts on the total economy, but this could still have meant relative shares of a shrinking or stagnant economy could be hiding behind those percentages. In absolute GDP dollars, what was the private sector of the economy doing?

 
It was growing, and growing far faster than Defense Spending:


So Where Might We Find Growth in  Government Spending? 

Here:
 

After WW2 we began to see a near inexorable rise in State and Local Government spending, pausing only for the Carter “Malaise” and perhaps the current (2009 and on) economy, while defense spending as a percentage of the GDP since the Korean War consistently declined to the current levels. Non-defense Federal spending appears to have just loped along at about the same level. But there is something hidden in the State and Local Government GDP contribution. That hidden something is Federal funds transferred to the State and Local ‘pots of money’ yet not accounted for as Federal spending in the GDP.

I rarely find Cokie Roberts useful, but in 2009 she provided the impetus for Politifact to check something she said on the Oct. 4, 2009 episode of This Week With George Stephanopoulos:
"You know, right now, 40 percent, 40 percent of GDP is state, local, or federal money. I mean, that's an incredible number. So that, you know, adding more [government spending] to that, I think, is going to ... distort things even more. And the public is so concerned about it."
Politifact took up the challenge to test Ms. Robert’s numbers, and related this bit to its readers:
Marc Goldwein, an economist with the New America Foundation, framed the conundrum in this mind-bending fashion: "What percent of GDP is made up of government spending is a different question from what government spending equals as a percent of GDP."
That's because when a government "transfers" money — such as through Social Security — it is shifting money around rather than spending it directly. "This can have real and large effects on GDP, but it does not directly impact GDP, since tax and transfer policies simply take money that one person could be using for consumption or investment and give it to another person to use for consumption or investment," he said.
So hidden ‘off the GDP books’ and in transfers to state and local governments is a large chunk of money above and beyond the official Federal GDP contributions (BTW, Politifact found Robert’s claim for 2009 “Mostly True” (within ~5%).

How much is ‘hidden’ from the GDP federal (overwhelmingly non-defense) numbers over time? I’ve not found ‘hard data’ to plot, but I have found significant snapshots of data and other indicators.

First, the Congressional Budget Office (CBO) provides this handy graphic:

This shows a fairly constant 4-5% of the GDP tied up in Federal grants to state and local governments from 1980-2010. This tells us the Federal Government gives away money to the states and localities that is about equal to the current federal spending levels on defense.

Another CBO (2013 chart of 2011 data) chart gives us a snapshot of how those Federal ‘grants’ are 'apportioned':


Thus we can see there is quite an 'economy' all in itself sitting ‘off the GDP books’, and only some trivial subset of the ‘other’ category goes to ‘national defense’. All of the rest is ‘non-defense’. 

At the ‘State’ level, these funds show up as significant portions of the State General Fund. from taxfoundation.org:


If the US Government were an official criminal enterprise, this might reasonably be viewed as a money laundering operation.

So we can now state that while State and Local Government spending has been increasing, it is clear that one of its driving forces is the Federal dispensation to the states and localities above and beyond what is found in the Federal GDP contributors.

Summary

In summary, we have shown:

  1. The feared Military-Industrial Complex never materialized. 
  2. The Defense Industry is relatively minute compared to the rest of the world’s and U.S. industrial base. 
  3. Personal Spending as part of the GDP has risen constantly over time, even when inflation is accounted for. 
  4. Defense Spending to support the National Defense Infrastructure has declined as a percentage of the GDP since 1953. 
  5. As a percentage of GDP and in absolute dollars, only State and Local Government spending has grown consistently over time since the end of WW2. 
  6. Defense spending has only increased in dollars, not as a proportion of the GDP, and at lower rates than all other forms of government spending over time since 1953. 
  7. Much of what State and Local Governments are increasingly spending actually involves spending significant Federal ‘Non-Defense’ dollars off the record as far as GDP books. That money which is ‘laundered’ through the State and Local Governments, overwhelmingly goes to ‘Health Care’ and ‘Income Security’. 

Conclusion

There is not now, nor has there ever been pernicious and/or detrimental “acquisition of unwarranted influence, whether sought or unsought” by a “military-industrial complex” in these United States. Eisenhower’s fears were never realized, or if you like, his ‘warning call’ headed off one ever coming into existence. 
Instead, we have— “sought or unsought”— maintained a National Defense Infrastructure that to date has admirably supported the National Interest since WW2 without ever rising to being an unreasonable economic burden, much less a threat to the “structure of our society”.

Can the same be said for all other government endeavors?

F-35 and the "Crack"-pots of Doom...Again.

They never learn.

At least it seems that way.

If the F-35 is 'plagued' by anything, it is plagued by critics who haven't a clue as to how Airframe Durability testing is conducted, what its objectives are, and how it fits into the modern aircraft development process. It seems this ignorance 'dooms' the F-35 program to an annual round of misplaced and sneering derision by people who have no idea they are broadcasting their own ignorance after every DOT&E report release.

Durability Testing Promotes the Useful Life.

Amusing as it is, such unwarranted criticism is counter-productive. I could produce a lengthy dissertation (you know I can) on the history and benefits of this kind of testing, and show how the developments to-date for the F-35 are no different than the programs before it --except for the F-35 doing it perhaps better and in a bigger fish bowl --but that would bore the cr*p out of most people.On top of that, the unrepentant anti-JSFers would only claim I was making excuses or some other equally stupid assertion. So I will default to providing an illustrative example of what I mean. Consider the following passage concerning the EARLY F-16 development (Queen's English BTW).
Fatigue tests 
In parallel with the flight-test programme a series of ground fatigue trials were carried out on the fifth development airframe. A test rig set up in a hangar at Fort Worth used more than 100 hydraulic rams to apply stress to an instrumented airframe, simulating the loads imposed by takeoff, landing and combat manoeuvering at up to 10g. By the summer of 1978, this airframe had clocked up more than 16,000 hours of simulated flight in the rig. These tests were carried out at a careful and deliberate pace which sometimes lagged behind schedule. 
As the tests progressed, cracks developed in several structural bulkheads. News of this problem resulted in hostile comments in the media, but GD pointed out in its own defence that the cracks had occurred not in flying aircraft but on ground test specimens. If the risk of such cracks during development testing was not a real one, a company spokesman remarked to the author at the time, no-one would be willing to pay for ground structural test rigs. GD redesigned the affected components, thickening the metal, and installed metal plates to reinforce existing units.

I was tempted to employ some trickery to deceive the reader into thinking the above was written about the F-35, but I think this point is better made straight up.  Even after this testing, because the F-16 was initially the ultimate knife-fighting hot rod of a dayfighter, there were useful-life 'issues' on the early airframes. Pilots were flying higher G-loading at several times the rate as previous fighters and higher percentages of the time than that for which the airframe had been designed.

Air-to-Air Combat Over Southeast Asia: 20(+/-) Questions That Resonate Today

Questions 1 thru 4


A Q&A series on things you probably know but your friends probably don’t.

I’ll update the subtitle and bump the post every time I add a question. The number of questions in the end will be determined by where the discussion takes us.

I anticipate that my primary sources will be the AF Weapon Systems Evaluation Group, The Ault Report, Marshall Michel’s Clashes (and perhaps some of his other writings), some Air Force Historical Studies Office publications, and Nordeen’s Air Warfare in the Missile Age (Second Edition) at the minimum. I’ll add other sources as required.
I intend to start simply and build on the discussion. Readers are invited to answer the latest question for themselves before they open the fold. Below the fold I’ll post the answer along with perhaps some related observations including the relevance of the question and answer today.

Section 4

From the ‘Acquisition Phase’ we now move to consideration of the “Attack Phase”.

From the Red Baron Report Volume IV, pg 50:
The performance of U.S. aircraft, combined with the skill and tactics employed by U.S. aircrews versus the enemy aircraft/crew combinations, resulted in a 111/8 advantage against the MIG-17 and 36/1 advantage against the MIG-21. This result indicates that under the prevailing conditions, timely position information of the enemy aircraft was the single most significant requirement to enable U.S. aircrews to achieve a position to fire first. However, reference to Figure III-B1 indicates that only 41 of 154 or 27 percent of U.S. first attacks resulted in a MIG kill. Any improvement in U.S. weapons or weapon delivery capability would result in an appreciable number of MIG kills for these acquisition conditions.

The Red Baron authors recognized there might be “a slight upward bias to the ratio of U.S. to enemy firing attempts” because “there probably were instances where the enemy achieved a firing position and even fired its weapons without being observed”. But this may be balanced out if one thinks of ‘opportunities’, since it was acknowledged that there were circumstances where opportunities for the U.S to attack were ‘passed up’ when it would have interfered with the primary mission. Example: F-105s at one time were ordered to ignore MiGs unless they were under imminent threat’ (Red Baron, Vol, IV, pg 47) .

The Red Baron Study looked at the engagements in the previous discussion using a variety of factors in an attempt to evaluate the potential encounter outcome as a product/result of those factors, where there was sufficient information (data) available to analyze. There were other factors the study members would have liked to have included (crossing angles, attitude, sun position, maneuver sequence to name those listed in the report) but there was insufficient data of those types for too many of the engagements to perform a statistical analysis.

The factors where there was enough information to analyze for relevance/importance to outcome were:
1. U.S. aircraft type
2. Hostile aircraft type
3. Acquisition range
4. Acquisition clock position
5. Hostile altitude
6. Friendly relative altitude
7. Time of day
8. Stage of war (through 1967)
9. Method of acquisition and identification

Question 4:

From this list of factors above, Red Baron analysts reduced the list of relevant factors to four that were found to “correlate in a complex way”. Were those four factors:

Concurrency and the F-35: A CBS 60 Minutes (Re-Run) Viewers Guide

 Courtesy of F-16.net yesterday, I got a late head’s up on one of the Anti-JSF (politico, journolista, and ‘reformer’) memes that 60 Minutes is going pick up in their JSF segment tonight: “There’s been too much ‘Concurrency’ on the F-35 program”. How far 60 Minutes will run with the meme I don’t know, but I thought I’d highlight here just how the F-35 is ‘different’ from most (and ALL Air Force) post-WW2 predecessor programs, by highlighting the one aspect where it is viewed differently from all its predecessors.
While I’ve compiled prior examinations before on this topic, exposing the Concurrency Canard for what it was, and further reemphasized same when more supporting information became available, I think perhaps a review of the actual historical record should further drive the point home that ‘Concurrency’ as it applies to the F-35 is merely a smokescreen used to distract the ‘ahistorical’ among us.

Using “Post-World War II Fighters: 1945-1973” (contents, apparently verbatim, are also found here) for the ‘old’ systems, we will find that to varying degrees, fighter aircraft have always been fielded with originally planned capabilities added incrementally, and that in the case of the F-35, the difference isn’t in trying to produce and field aircraft too soon, it is the presumption that we should be able to delay production until you get it ‘just right’ before you produce in any quantity. Unless you want to damage or kill a program, this has been shown to be counterproductive. If you had followed one of the links to past writings above, you would have found a reference to the report by a team of analysts from Center for Naval Analysis in the Defense in ATL magazine (link):

Our results (located at [link fixed by me], based on examining 28 programs across all Services, are very similar to those of the Congressional Budget Office and RAND [example] studies with one surprising exception: While from a purely statistical point of view we found that the relationship between both planned and actual concurrency and cost growth was very weak, in both cases, there seems to be a “sweet spot” of about 30 percent concurrency. That is, programs that plan on spending 30 percent of RDT&E funds while concurrently spending procurement funds actually experience the lowest average cost growth. Similarly, those programs that actually do spend about 30 percent of RDT&E funds while concurrently spending procurement dollars, even when not originally planned, also experience lower cost growth. Furthermore, programs with planned or actual levels of concurrency below 30 percent experienced higher cost growth than those with higher levels of concurrency. In other words, lower levels of planned or actual concurrency were actually worse than higher levels of concurrency. This is the complete opposite of what many in the acquisition community believe.


There is one sentence at the end of the paragraph I did not include above this time because I wanted to emphasize it:
We speculate that lower levels of concurrency may expose the program to higher levels of external changes.
Ya’ think? 

 Ground Rules and Assumptions

Some of these GR&As will apply to this post, but most will be saved for perhaps later discussions. It just so ‘happens’that I’ve been looking at the Post-WW2 aircraft program data and histories for quite some time and have been using what I’ve found to develop a database of production quantities, service lives, and variant definitions for various analyses. There is always variability in data definitions and data quality when comparing separate systems and programs over long time spans. There are also often gaps in information. For this exercise I chose to use only programs where the aircraft were actually fielded. Where there were gaps in the data, I tried to select the most conservative approach to estimate. For example, if a production contract was signed in either 1951 or 1950. I would select 1951 for cost purposes. For another example, if it wasn’t clear if a variant was fielded in 1963 or 1964, I would select the earlier year for service life estimates.) Since how well a fighter performs or how long a fighter remains effective is not directly related to how long before it is completely phased out, I chose to use the point in time a fighter begins to be withdrawn from ‘front line service’ as the standard for calculating ‘front line service life’. For early jets, this typically involved first transfers to ANG or AF Reserve units, with the exception of Interceptors, for which the ‘front line’ mission was transferred with the aircraft to the Guard and Reserve. Aircraft ‘variants’ are defined as having a model designation change for older jets, but the distinction is blurred with the introduction of later ‘Block’ type designators.

Approach

The intent will be to ignore subsequent block upgrades and mods (thought they are the norm since early WW2), unless they involve a model (A,B,C,D etc.) designation change. This approach is selected because ALL aircraft receive upgrades over their service lives, but model changes tend to flag major capability improvements with major changes to aircraft configurations. We won’t be dwelling on costs or service lives in this post but will focus on typical aircraft evolutions, from the perspective of time and numbers fielded, beginning the ‘first of type’ production units through when the first ‘definitive’ units were procured.

We’ll cover the period from 1944 to 1973 in two sections, the first one “Buy Now – Fly Later” we’ll list the Air Force aircraft in the first decade after WW2 for which major production decisions were made before the aircraft even flew. In the second section, “Baby Steps”, we will highlight how many early versions of the jets were built and often discarded instead of upgraded before the definitive versions were decided upon. This will highlight how though configurations were frozen before early variants were contracted for, they were only building blocks to get what was really needed.

Buy Now – Fly Later

Before getting into the particulars of the history of ‘concurrency’ and graphically illustrating how buying large numbers of early versions of aircraft before the first (or more) definitive variants is the normal course of things, I think it will be helpful to first how many early aircraft production contracts in our sample were put into place before a ‘production-standard’ (or sometimes even a prototype) aircraft first flight even occurred. For the very early aircraft, it could be seen that this was the result of wartime exigencies, but only those very early aircraft. All citations are from "Post-World War II Fighters: 1945-1973". In order [brackets mine]:

1944:

The AAF definitively endorsed the P-80 on 4 April (2 months ahead of the XP-80A's first flight) with a LC [letter contract] that introduced the first production contract. This contract, as approved in December, called for two lots of P-80s (500 in each). Delivery of the first 500 was to be completed by the end of 1945; …

On 7 January North American presented a bold design based on the successful P-51. This design promised range, reliability, and less pilot fatigue (the two pilots could spell one another). The AAF endorsed it at once. In fact, a February letter contract to construct and test three experimental P-82s gave way in the same month to an order for 500 productions…

1945:

[In January] The AAF order covered 100 service test and production P-84 [ later redesignated F-84] airplanes-25 of the former and 75 of the latter. This was subsequently decreased to 15 service test articles, which were redesignated YP-84As. The production articles were correspondingly increased from 75 to 85 and redesignated P-84Bs. [The P-84 ‘mockup’ was viewed by the AAF for the first time the next month]

1946:

[20 December] Although the prototypes were still under construction, a production order was released. Unit cost of the first 33 P-86s [ later redesignated F-86] authorized for procurement was set at $438,999.00—more than twice the aircraft's eventual price.

1949:

Funds released by President Harry S. Truman in January 1949 enabled the Air Force to execute, during May of that year, a cost plus-a-fixed-fee contract amounting to some $48 million, excluding a fixed-fee of almost $3 million. The estimated costs stipulated in the contract covered modification of the second XF-89 (YF-89) and fabrication of the first 48 production aircraft (F-89As). [Note: the first XF-89 had severe development problems, flew little and was lost shortly after delivery of the second prototype]…

1951/52:

[October 1951] The Air Force Council pressed for the development of revised Sabre 45 [F-100]. This decision ran counter to the belief of key development personnel that the aircraft would not meet the simplicity and cost requirements, basic to a day fighter. To obtain quickly a new fighter that would substantially surpass the F-86, the Air Force Council also agreed with the Aircraft and Weapons Board's recommendations to buy it in quantity prior to flight-testing, even though this ran the risk of extensive modifications in the future…

Initial Contract Date 3 January 1952 The Air Force issued a letter contract for two F-100A prototypes…

First Contract for Production 11 February 1952 The Air Force rushed through a second letter contract to procure 23 F-100As with fiscal year 1952 funds...

Second Production Contract August 1952 Having found the revised mockup basically satisfactory, the Air Force directed procurement of 250 additional F-100As. 1953: The LCs, previously awarded to Convair, were superseded by a definitive contract. This contract, still based on the Cook-Craigie production plan, did not affect the number of aircraft initially ordered. Out of the 42 aircraft under procurement, several were earmarked for testing and two (F-102A prototypes) were scheduled for flight in October and December 1953, respectively...

1953:

The F-101 and F-102 which employed the Cook-Craigie approach (no prototypes) in the pursuit of trying to mature technology before committing to LARGE production quantities, while still committing to volume production as soon as possible. Subsequent jets of the original type were purchased in volume, in evolved forms as a result of lessons learned in operation and test.

Baby Steps

Some adjudication and ‘calls’ in the analysis had to be made, because the real world isn't tidy. For example, I elected to use the F-104G as the definitive model type, though the US never bought it, it was the most numerous and built upon all the prior developments. I didn’t include a lot of F-86 variants prior to the D model because they were really parallel efforts. The F-84F was different enough from the previous versions that if it had been designated during the F-106 era, it would have certainly been given a different number designation, but it was still the final evolution of a long line of F-84s.

There were quite a few other types of aircraft, but not bought in 'major' quantities (except for perhaps the F-86H and precursors but I didn't want to over emphasize the F-86). The most important thing to take from this chart is NOT that in the past, we built aircraft as best we could, learned from them, and made them better in the next iteration.

The takeaway IS that we fielded needed technology as fast as possible knowing we’d learn something new, or possibly fall short (without fear), or learn we needed different or just ‘better’ technology. We then incorporated those lessons learned to get the systems we needed. Most of the time those precursor aircraft had limited front-line service lives and were seconded or scrapped less than a decade after they were built.

Compare that approach with today’s approach; the one used for the F-35. A limited number of aircraft have been produced, with the intention of making them all (or nearly all) meet the baseline standard (Block 3) through subsequent modification. There will probably be around 200 aircraft (or fewer) produced before the first Block 3 plane is rolled out, far less than 10% of the currently planned total production run, and all but the most early of those jets will be upgraded to baseline standard via mostly software/component updates.

Even if the production ramp up hadn’t been delayed by playing the faux ‘concurrency’ card, there still would have been far fewer F-35s needing upgrade than obsolete precursor aircraft produced in fielding previous ‘major’ types. Stretching the program added more costs and more total risks, just fewer technical ones.
I can't emphasize enough that how we frame the concurrency question defines the concept and discussion in the public square. We must recognize that the detractors are playing games with the definition of concurrency to make the F-35 seem worse than it is and worse than predecessor aircraft programs.

This is easily demonstrated by looking at the F-16's evolution.  

I’ve noted multiple times around the web, with no credible rebuttal to date I might add, that there were 291 F-16 Block 1 and 5 deliveries before the first 'nominally' useful Block 10 was built. To keep perspective, the YF-16's first flight (official) was Feb 74, and the first definitive and fully capable Block 30/32 F-16s for the US first flew Feb 87. Counting all partner nation deliveries, approximately 1800 F-16s were delivered before the fully capable Block 30/32s. Until the Block 30/32, all the capabilities of the F-16 were less than what was envisioned by the planners (just not the so-called 'Reformers'). The Block 30/32s were the first F-16s with full Beyond Visual Range-engagement and night/precision ground/maritime attack capabilities. They were the first with full AIM-7/AMRAAM/AGM-65D/HARM capabilities. They were also the first with Seek Talk secure voice communications. Until Block 30/32, the F-16 was mostly a hot rod for knife fighting on blue-sky days. At Block 30/32 and beyond, it was what the users wanted in the first place. An ‘all-weather combat aircraft’ to the users, or what the so-called ‘reformers’ refer to as ‘ruined’. Fielding 1800 F-16s aircraft before you reach a 'baseline' in Block 30/32? Thirteen years after first flight? I’ve said it before and I’ll say it again: THAT is 'concurrent development'.
To varying degrees, the same phenomenon can be shown for the F-15, and the F-18's, just look a the program history and the rationales behind the differences in variants.

Debunking Close Air Support Myths, 2nd Edition: Part 8a,8b,8c…

The AF "had to" buy a CAS plane?

I confess. I wanted to do this post first in this “2nd Edition” series to keep things in chronological order, but I believed at the time that this myth required some significant off-site research of Government and other documents; it required deeper investigation of the original sources than the myth we exploded in Part 7. Part of the delay in completing my research also came from the Government Shutdown Theater last year, and an off-line 40K word writing project I completed on New Year’s Eve. Today, we go back to the roots of the modern CAS mythology to examine what drove the ‘birth’ of the A-10.

Myth: 'The Air Force only started/proceeded with the A-X/A-10 because they 'had to' due to external pressure. “Insidious” I find this myth insidious because it contains perversions of truth, and those perversions in turn have been:
1. Used to mask or obscure the greater truths that lay behind it and…
2. Employed both by the incompetent and the malevolent to create ‘cartoons’ of history.

There is no doubt that the Air Force factored in the ‘external’ pressures into its decision-making. There are always many forces when shaping major decisions, and we will be covering only a few of them. But external pressure was hardly the only or even primary reason. Nor does the mere existence of the ‘external pressures’ mean those pressures were legitimate, honest, or well-founded. I believe we can show that many, if not most of them, can be filed under ‘none of the above’.
I’ve seen variations on the ‘had to’ claim go so to such extreme wording as to actually read that the Air Force was “shamed” into fielding the A-10. I’ve purposely phrased the myth definition in this discussion as the broadly stated “due to external pressure” to allow readers to discriminate between, and discuss the nature and sources of pressure individually as well as explore their interrelationship along with some common roots as we proceed.

The myth is also tough to nail down and debunk because it is so poorly defined: there is a level of abstraction that could mean different things to different people. To deal with this complication, we will break this myth down into what I have found to be the two commonly intended meanings behind the myth. Thus, we will be exploding two myths instead of one to make sure we address the multiple wrong-headed ideas behind the statement above. If there are other meanings, I do know what they might be. But if they exist, I’m certain somebody will let me know.
The two most commonly intended meanings that I’ve encountered can be stated as something to the effect of:

'The Air Force never wanted the A-10 specifically. They 'had to' buy it.
And...
'The Air Force only procured a dedicated (generic) attack aircraft because they were ‘made’ to do so.

The first myth can be considered a specific example of the second, but we will deal with each as a separate point, because they both have been repeated often enough for each to have taken on a provenance all their own. They appear to me to exist independently in some people’s minds: one, the other, or perhaps sometimes both. By addressing both versions, we can avoid the ‘yes but’ argumentation from those who would first argue one point, then upon being shown where they are either completely wrong or oversimplifying, try to avoid facing up to the facts by simply running to the other meaning.

There is a large set of undefined “or else” implications behind both these assertions. No doubt some of those consequences factored into the Air Force’s decision-making process (no defense decisions are ever made in a vacuum), but in both cases we can show that in every step of the evolution in Air Force close air support ‘thought’ from 1960 onward the Air Force decision-makers were always focused on providing the best possible ‘Close Air Support’ to the Army within the externally imposed limits of available technology, defense policy direction and budget-limited force structure, and show that CAS capability was pursued according to the rapidly evolving criteria by which ‘best possible’ was defined.

I could have made this a very short post, if I just wanted to focus on the Air Force’s decision to specifically buy, and then defend the A-10. But this would explode only the superficial aspects of the myth. So I choose to provide the short and easy response for the typical ‘drive-by’ complainants, and then go into a more detailed follow-on discussion of the history to describe how the Air Force came to seek fielding the A-10 to satisfy the CAS mission given the following:
1. The then-current state of the necessary technologies and threats
2. The imposed presumption of a relatively permissive combat environment

Approach

I’m going to cover this myth using a different approach than Part 7. Instead of starting at the present and following the thread backwards in time, for this installment we’ll start with the moment the A-X program was initiated, covering who, what and why. Then we’ll ‘flash back’ in time to look at the activities of key actors, first picking a convenient starting point in the past and then look at their activities running up to the decision. This approach is warranted because there were many threads of concern and action, including those involving the A-7 as the ‘interim’ CAS plane acquisition program. These threads converged to create the whole history. ‘Convergence’ for our purposes is the point where the AF leadership decided to undertake development of what would become the A-10. We’ll also go a bit further to show how the AF defended the A-10 program after it was underway to further remove any reasonable doubt.


After exhaustive investigation, at the root of all the decision-making I found that the three most important players in this story were the Army ‘Airmobile’ Advocates (of course), their enablers in the Kennedy/Johnson Administrations, and a noisemaker or two in Congress. There were even deeper roots to what was happening at that time-- Roots going back to even before the Korean War. But we will spare ourselves from running down the rabbit hole it took me over two months of research to navigate just to get back to this point. The time I consider as well spent, but on top of all the other research I’ve done and experience I’ve gained on in this topic over decades, I’m pretty sick of CAS ‘hardware’ issues right now . We’ll save discussion of that earlier time for perhaps a later installment… or twelve.

"Using Slave Labor is Never a Good Idea"

An interesting and illuminating convergence of my interests and hobbies  occurred this week...

Today, I was visiting X-Ray Delta One's Flikr archive to see what was new, and found this very powerful artwork (full size here):

The masterful use of ink (is it pen [probably], blockprint or scratchboard?) only makes the subject more powerful. The illustration, especially the defiant man to the left, instantly reminded me of what I found the other day while I was looking into the background of several key players in the A-7/A-10 selection and development story. Lt General Howard Fish's recollection of WWII service (Video) led me to off track to other bomber stories (you know how it goes), where I found this on the EAA website:

Elmer Bendiner, B-17 navigator during World War II, tells this story of a bombing run over Kassel, Germany, and the unexpected result of a direct hit on the plane's fuel tanks.

Our B-17, the Tondelayo, was barraged by flack from German anti-aircraft guns. That was not unusual, but on this particular occasion our gas tanks were hit. Later, as I reflected on the miracle of a 20-millimeter shell piercing the fuel tank without touching off an explosion, our pilot, Bohn Fawkes, told me it was not quite that simple. 
On the morning following the raid, Bohn had gone down to ask our crew chief for that shell as a souvenir of unbelievable luck. The crew chief told Bohn that not just one shell but 11 had been found in the gas tanks; 11 unexploded shells where only one was sufficient to blast us out of the sky. It was as if the sea had been parted for us. A near miracle, I thought. Even after 35 years, so awesome an event leaves me shaken, especially after I heard the rest of the story from Bohn. 
He was told that the shells had been sent to the armorers to be defused. The armorers told him that Intelligence had picked them up. They could not say why at the time, but Bohn eventually sought out the answer. 
Apparently when the armorers opened each of those shells, they found no explosive charge. They were as clean as a whistle and just as harmless. Empty? Not all of them! One contained a carefully rolled piece of paper. On it was a scrawl in Czech. The Intelligence people scoured our base for a man who could read Czech. Eventually they found one to decipher the note. It set us marveling. Translated, the note read: 
This is all we can do for you now... 
Using slave labor is never a good idea.

Debunking Close Air Support Myths, 2nd Edition: Part 7

Sourcing ‘AF Hates A-10’ Nonsense

We tackled the ‘big’ myths in a while back Parts 1-6. This post, at the root of things, is about the little myth that if the Air Force retires the A-10, that somehow means the Air Force doesn’t care about the mission, the Army, or both. I believe it is based upon other little myths that are sometimes based upon big lies and/or uniformed opinions more than anything else. The lies and opinions get planted as ‘fact’ in places where they line up neatly with already well-entrenched points of view. Then over time, if they get repeated often enough, they become ‘facts’… that aren’t.

The Current Sequester ‘Crisis’ and Close Air Support

At last week’s Air Force Association convention Air Force Leadership statements, acknowledging the reality of how Defense Sequestration was making the military a hollow force. As reported by Defense News:

With the F-35 coming online to take over the close-air support role, the venerable Thunderbolt II will be a likely target, Gen. Mike Hostage told reporters at the Air Force Association's Air and Space Conference.
“This is not something I want to do,” Hostage said, explaining that no decisions had been made.
Hostage said he had already talked to Army officials about losing the A-10 and using other jets to take over the close-air support role. The Army was “not happy” about the possibility, Hostage said.
“I will not lose what we have gained in how we learned to support the Army,” Hostage said. “I had to make sure the Army understood that I am not backing away from the mission.”
Hostage said the service can do the close-air support role with the F-35, but it would be more expensive and “not as impressive” without the famous GAU-8 Avenger 30 millimeter gun.
“In a perfect world, I would have 1,000 A-10s,” Hostage said. “I can’t afford it. I can’t afford the fleet I have now. If I cut the fleet in half, do I save enough to get through this problem?
“My view is, while I don’t want to do it, I would rather lose the entire fleet and save everything I do in the infrastructure.” 
Hostage’s comments follow similar statements from both acting Secretary of the Air Force Eric Fanning and Chief of Staff Gen. Mark Welsh that single-mission aircraft would need to be cut if budgets continue to decrease.
“If we go into [fiscal year 2014] with sequestration still in effect, and we need to achieve those savings, you have to look at cuts,” Fanning said Monday…
What is facing the Air Force right now is same for all the services: they must plan on doing ‘less with less’ because of the current ‘budget reality’ [Though it is arguable that is really about a lack of defense-as-a-national-priority ‘reality’]. Within the framework of the ‘budget reality’, the services have to figure out how can they fulfill as many of their responsibilities, and to what extent, with the ‘less’ budget they will be left to work with going forward.

The Lesser of Evils?

It now appears that part of the best way (or least ‘worst way’) forward, involves the possibility of retiring the entire (such as it remains) A-10 fleet

Aside from the sentimentality of General Hostage’s statement, I have no problem with it, and there is one part that sums things up perfectly:
“My view is, while I don’t want to do it, I would rather lose the entire fleet and save everything I do in the infrastructure.”
Got that? Retire selected weapon systems and save all the capability (“everything I do”).

The A-10 is Going Away Anyway

This is certain to cause a groundswell of emotion and irrational fear in some quarters if the A-10 fleet is forcibly retired. I would say ‘retired early’ but that would be less correct than stating ‘earlier than planned’, as we have kept the A-10 past it’s freshness date. the A-10 was considered as rapidly obsolescing AND rapidly aging when the Air Force first proposed replacing it with A-7Fs and A-16's the first time in the late 1980's. All but the last A-10s built (~1983-84) were manufactured with known deficiency in structural strength to begin with.

Tales of  the A-10's effectiveness in Desert Storm overshadowed it's shortcomings, which no one wanted to talk about (see Gen Horner's observations in Part 6 of this Debunking CAS Myths Series ) . Between Desert Storm and Congressional dabbling in matters they did not understand, the A-10 got a reprieve. The reprieve has lasted this long because we have not had to fight a war like Desert Storm again (Yes, there were significant differences between then and Operations Allied Force, Enduring Freedom and Iraqi Freedom).

Once again, there will be the ubiquitous ‘some’ who will complain that the AF is abandoning the needs of the Army by abandoning the Close Air Support (CAS) mission. In reality, the complaint will/would be over little more than a ‘hardware’ and ‘tactics’ change in the mission, NOT a retreat from the mission itself. Let us note here, that such complaints ignore the fact that the current plan already has the F-35 replacing the A-10 in the CAS role. If the A-10 fleet is retired due to sequestration, then sequestration is only causing a change in schedule for something that was going to happen anyway and NOT changing an inevitable end-state (not that changes themselves are good things, they usually cause chaos and added costs themselves).

Here We Go Again

With this emerging probability that the A-10s will finally be retired, we can expect a repeat of past experience: someone (or rather, many someones) will, in their ignorance, decry such a move as yet another example of the Air Force trying to get rid of the A-10 ‘they never wanted’ in the first place. Never mind that the reason for retiring the A-10 is clearly articulated in the present time: In the future the mythology will be that it was just another exhibit of ‘proof’ that the Air Force has ‘never wanted the A-10’ or never ‘took CAS seriously’. One in a laundry list of other examples. The problem is that laundry list, is a list of myths as well: a compendium of untruths, perversions of the truth, and biased opinions promoting a theme masquerading as the truth.

And I can back up my claims with hard evidence.

Taking Down the Myths, One Myth at a Time

To me, one of the most annoying myths about the Air Force and the A-10 is the one that asserts that when the AH-56 Cheyenne program was cancelled, the Air Force “tried to back out of the A-10 commitment” but it was “made” to keep it by some greater outside force, See "Close Air Support: Why all the Fuss?"  (Garrett, P.10) .

 I’ve picked the ‘Garrett’ (Thomas W. Garrett) reference to use as a starting point for a few reasons. First, when he stays away from the politics involved and deals strictly with the whys and wherefores of the logical division of responsibilities and missions between the Army and the Air Force, the paper is quite admirable. (His snarky delivery however, which no doubt raises a chuckle or two in Army quarters, comes across as snide and mean-spirited in its essence when experienced by this Airman.) Second, He reprised his War College paper in the Army War College quarterly Parameters under a different title (Close Air Support: Which Way Do We Go) . Over a dozen papers written later directly cite these two Garrett papers, and even more papers spring from these.
Third, the paper was written shortly before Desert Storm when Garrett was a Lt. Colonel. Later in Desert Storm “he commanded, trained and led the 101st Airborne Division (Air Assault) Aviation Brigade, the largest Army Aviation rotary wing task force in conventional land warfare history”. Garrett also served in Vietnam, retired as a Major General, and has been inducted into the Army Aviation Hall of Fame, so he has sufficient ‘street cred’ to be a reliable reference on this topic.

Myth: The Air Force Tried to Kill the A-10 After the AH-56 Cheyenne Program was Cancelled.

When you go to the bibliography to find the source of the claim as quoted in Garrett above, you are taken to a reference:
Horton and David Halperin, "The Key West Key," Foreign Relations. Winter 1983-1981, pp. 117.
This source took me longer to find than I thought it would, because the citation is wrong (It should read “Foreign Policy” ). I initially thought it was some State Department trade publication, but instead find it was in a magazine we’ve all probably seen many time at Barnes & Noble. A magazine that describes itself thusly:
“Since its founding in 1922, Foreign Affairs has been the leading forum for serious discussion of American foreign policy and global affairs. It is now a multiplatform media organization with a print magazine, a website, a mobile site, various apps and social media feeds, an event business, and more. Foreign Affairs is published by the Council on Foreign Relations (CFR), a non-profit and nonpartisan membership organization dedicated to improving the understanding of U.S. foreign policy and international affairs through the free exchange of ideas.”
References to the web, mobile, apps and social media aside, I suspect their self-perception hasn’t changed much since the Halperin & Halperin ‘article’. Put succinctly: Foreign Policy is a magazine for self-identified ‘movers and shakers’. In the referenced article we find multiple complaints and examples of “interservice rivalry” causing ‘problems’. Close Air Support was but one example:
The Army next tried to build the Cheyenne, a large antitank helicopter priced at $8 million. This time the Air Force feared that the Army, with its new weapon, might be able to acquire officially the close-support function. While the Air Force still had no interest in providing close support, it wanted to protect its bureaucratic territory. Thus it developed the Fairchild A-10, which Easterbrook notes, "many aircraft observers believe is one of the best planes ever built." And priced at $3 million, the A-10 could do a far better job than the Cheyenne at less than one-half the cost. 
The Cheyenne was canceled. But having headed off the Army, the Air Force saw no further use for the A-10 and attempted to cut the plane from its budget. Congress has insisted that the A-10s be built. But Air Force reluctance has sent the Army back to the drawing board, once again in the no-win realm of the helicopter.
There’s A LOT wrong with the above besides the claim the Air Force tried to ‘back out’ of the A-10, such as tying what would become development of the AH-64 Apache to some sort of Air Force ‘reluctance’ ‘Halperin x 2’ were apparently unaware the Army began pursuing what would become the AH-64 the day after the Cheyenne was cancelled. The Air Force was fast in those days, but it wasn’t that fast. The Army simply went back to the drawing board trying to replace perhaps the longest-lived interim system ever: the AH-1 Huey Cobra. But we’ll let the niggling things slide and keep our focus on the task at hand.

First, who were the authors of this ‘article’ and who was this ‘Easterbrook’ they were citing?

The Halperins

Around that time including before and after, Morton Halperin was the Director of the Center for National Security Studies, on the board of the ALCU, and a Brookings Institute ‘scholar’. He was nominated to be THE ASSISTANT SECRETARY OF DEFENSE FOR DEMOCRACY AND PEACEKEEPING under Les Aspin (Spit!). When nominated in 1993, he was a very well known ‘quantity’. It did not go well.

The other ‘Halperin’ was his son David, then a senior at Yale, and he has not fallen very far from the tree. By the way, Nowadays ole’ Morton is running George Soros’ Open Society Institute. So one might file this data away for future consideration: Perhaps this Father-Son duo were/are not that keen on defense in the first place?

 

We Keep Pulling the Thread: What is The Halperins’ ‘Source’

The ‘Easterbrook’ above was one Gregg Easterbrook writing for the Washington Monthly. The current WM website describes the publication thusly:
The Washington Monthly was founded in 1969 on the notion that a handful of plucky young writers and editors, armed with an honest desire to make government work and a willingness to ask uncomfortable questions, could tell the story of what really matters in Washington better than a roomful of Beltway insiders at a Georgetown dinner party. In our cluttered little downtown DC office, we’re still doing what we have done for over forty years, and what fewer and fewer publications do today: telling fascinating, deeply reported stories about the ideas and characters that animate America’s government.
When you get right down to it, the Washington Monthly is a political ‘alternative’ news outlet. It has been largely run, and overrun, by people like James Fallows whose merits I briefly noted in a sidebar here. So file that away for future consideration as well.
Easterbrook’s ‘article’ was called “All Aboard Air Oblivion” in which he rambles through a no-holds-barred screed: 
  • Decrying the wastefulness of hugely-vulnerable helicopters, 
  • Asserting the Air Force with a penchant for technology was requiring an expensive unnecessary “smart bomb” called the AGM-65 be carried on top of the internal 30mm gun.
  • Laughably describing the Maverick as having only a “15%” probability of kill per “pass” and being impossible to operate effectively in combat.
  • Making baseless claims that the Air Force Chief of Staff only pursued the A-10 because of the Army's Cheyenne.
  • Citing James Fallows’ writings criticizing the TOW missile, and mocking the idea that the next missile in the works, the Hellfire in combination with the “Son of Cheyenne” (AH-64 Apache) will be any better.
 Among many, many other transgressions against logic and truth. 

And buried inside Easterbrook’s nonsensical diatribe is this little gem of our real interest:
With the Army challenge deflected, anti-close-support generals once again ascended within the Air Force. They wanted to stop wasting money on an Army-oriented project and reserve all Air Force funds for superplanes like the F-15 and B-1. So each year, the Air Force tried to cut the A-10 from its budget. Fortunately, each year politicians put the funds back in. (This year, for, example, the Air Force cut 60 A-10s, but Defense Secretary Casper Weinberger reinstated them.) Next, the Air force shunted 72 of the first 400 A-10s straight to the National Guard, the only front-line aircraft ever assigned directly to the Air National Guard

ALL the above is patently, and demonstrably untrue. All of it.
Beside there being no evidence of ‘anti-close-support’ generals in the Air Force (names?), the ‘tried to cut the A-10 from its budget’ isn’t supported by the history either. I know from a personal friend that briefed the AF budget to Members of Congress (Circa 78-79) that there was constant pressure to increase the original objective of 600 planes to something greater. The numbers WERE increased, because they had to be: just to get the budget past a Committee Chairman or two. Three years after this article was published, at the end of production there were 715 A-10s. So yeah, after the Air Force got all they originally wanted, MAYBE then they stopped asking for more. So what?

Here’s another little factor to consider. Since we don’t know the number from which Easterbrook is subtracting that 60 A-10 figure, perhaps at least some of the 60 aircraft that the Easterbrook alleges the Air Force tried to have taken out (in 1980-81) was related to the 1979 GAO report that ‘came down’ on the Air Force for buying too many total A-10s? From the GAO Report:

… We believe that our current work on reducing Defense aircraft time in maintenance further demonstrates the necessity to reevaluate aircraft needs for depot maintenance float. We focused on the potential procurement of 61 A-10 aircraft as substitutes for aircraft undergoing depot maintenance--currently called backup aircraft inventory for maintenance. Specifically, we found that: 
--Even though the A-10 is being procured under a concept designed to eliminate the need for depot overhaul, the Air Force is still using a 10-percent factor to justify the purchase of 61 A-10 aircraft for maintenance float purposes.
--While Air Force criteria also allows substitutes for aircraft undergoing modifications, the full extent of the modification program for the A-10 is not known.
--In developing the lo-percent maintenance float factor Defense has not systematically determined how quickly aircraft In the depot could be "buttoned up" and returned to their units under a wartime compressed work schedule and the influence of this rapid return on the requirements for maintenance float aircraft. 
The A-10, as well as other newer weapon systems, are being procured under a concept designed to eliminate the need for depot overhaul. New design features and reliability-centered maintenance concepts have improved maintainability and reliability so that work which used to be performed in depot facilities can now be performed in the field and at intermediate facilities. In spite of this change, we find that the planned procurement for the 61 A-10 maintenance float aircraft is still being justified using a 10-percent factor. Historical experience has been used in the past to justify the procurement of float aircraft as substitutes for those aircraft undergoing periodic overhaul. Since the A-10 is not scheduled to undergo periodic overhaul, the justification for 61 A-10s is questionable…


Funny how we never hear about this little development, eh? Congress' "watchdog" complains about too many A-10s one year, and a drive-by journalist hammers you the next. Such is life.
 
Finally, everyone and anyone who has ever played the 'budget game' knows that if someone up the chain is going to support buying system X, whether you want it or not, you can let that someone spend political capital getting more of system X, so you can spend it on system Y. Congress makes the rules, everyone else just plays the game. If the Air Force ever chose to reduce numbers of the A-10 to be bought in an annual budget, it was part of a larger strategy.

As to the characterization the Air Force “shunted” A-10’s to reserve units, and doing so was 'without precedent', the A-10 WAS the first ‘front-line’ system to go directly to reserve units, but hardly the ‘last’. The year after this article was printed, it was announced that the first F-16s would be going to reserve units beginning in 1984. I presume it would be Easterbrook’s argument that the F-16 was ‘shunted’ as well? My damning counterargument to any accusations that anybody in the Air Force was ‘shunting’ anything would be to point to a little thing we (the Air Force) had going on with a full head of steam at the time: Making Total Force a viable force.

So we’ve now pulled this thread, whereby it is claimed the Air Force “tried to back out of the A-10 commitment” all the way to it's frazzled, unattributed end. We've found NO substance to the claim at all, only B.S. 'hearsay'

 

Do I Have Suspicions? Feh. Its 'The Usual Suspects'

I don’t think you have to be much of a detective to read between the lines for Easterbrook’s sources. Aside from referencing Fallows, I see some of the same verbiage that’s been thrown around by Pierre Sprey and Winslow Wheeler for years. I also don’t find it much of a coincidence that this article found it’s way into a particular compendium of lunacy, a copy of which I own. A little book of perversions produced by the predecessor to Project on Government Oversight (POGO) in 1983; the much more verbose “Fund for Constitutional Government”, under their so-called “Project on Military Procurement”.

The title? “More Bucks: Less Bang: How the Pentagon Buys Ineffective Weapons” (If you buy a copy for goodness sake buy a used copy will you?). In this little (in more ways than one) book many weapon systems come under fire. I would say there were only 3 ‘reports’ (out of 30+) that I would call 'materially accurate'. One of those was written post facto: about the tribulations of the by-then long-fielded M-16 so it doesn't count as 'prophetic'.
The rest? Among all the other tall tales, written by a who's who of muckrakers, activists, and 'reformers', we learn that the Trident submarine and Aegis Cruisers won’t work, the Stealth Bomber is a ‘joke’, Low Probability of Intercept Radar is a ‘homing beacon’, the Abrams and Bradley are failures, and the Maverick, Pershing and Tomahawk missiles will be useless.

I marvel at the 'expertise' on display within.(/sarc)

I suspect Easterbrook was spoon-fed his article’s scary parts from the so called ‘reformer’ camp. His output then later gets rolled into the Reformer Noise Machine which then echoes down the years.

Lather. Rinse. Repeat. That is how these myths are born.

I further suspect the next thread I pull will lead me right to the same noisemakers as I found this time.

The Next Myth? (Part 8)

'The Air Force only started/proceeded with the A-X/A-10 because they 'had to' due to external pressure.
